Accountability Auditors Jerrick Hernandez and Selina Onedera-Salas completed the ClimateScanner Initiative training workshop in Nadi, Fiji, from June 24-28, 2024. The project aims to develop and disseminate an innovative rapid review method and a tool for assessing governments' actions to deal with climate change under three axes: governance, public policies, and finance.

Office of Public Accountability Request for Proposal No. OPA-RFP-24-002 – Website & Mobile Application Services

The Office of Public Accountability (OPA) is soliciting proposals from qualified persons or businesses for Website & Mobile Application Services for the remainder of fiscal year 2024, and fiscal years 2025, 2026, 2027, and 2028, subject to the availability of funds and certification of funds from fiscal year to fiscal year, with an option to renew on a monthly basis for up to twelve (12) months through a letter of extension subject to approval by the Public Auditor. The work shall consist primarily of website & mobile application development, hosting, maintenance, management, technical support, marketing, statistics, and/or training. The OPA would like to sustain a user-friendly, professional website & mobile application with simplified navigation and easy access to and dissemination of information.

To obtain a Request for Proposal (RFP) packet a registration form must be submitted on the Office of Public Accountability website at www.opaguam.org. Deadline for submission of all proposals is no later than Friday, June 14, 2024, 3:00 PM ChST. All proposals must be submitted to the attention of Benjamin J.F. Cruz, Public Auditor of the Office of Public Accountability.

The OPA, with the written approval of the Public Auditor, reserves the right to reject any or all proposals, solicit new proposals, waive minor informalities or irregularities, or award the website & mobile application design and services provider in whole or in part.

All questions regarding the proposal should be made in writing and directed to Benjamin J.F. Cruz of the Office of Public Accountability via e-mail, admin@guamopa.com, on or before Friday, June 7, 2024, no later than 5:00 PM ChST. Except to the above persons named, direct or indirect contact with OPA Management or Staff or any person participating in the selection process is prohibited.

 

OPA INTERN RECEIVES CERTIFICATE OF APPRECIATION

The Office of Public Accountability (OPA) continued its partnership with the University of Guam’s (UOG) Accounting Internship Program during the Fañomnåkan (Spring) 2024 semester by employing a senior majoring in Accounting. The program provided 150 hours of on-the-job training experience to Abigail Naputi.

OPA Releases Public Auditor Testimony on Bill 227-37, a measure that will codify the independent status of the Office of Public Accountability by continuously appropriating one-quarter (0.25) of one percent (1%) of the Government of Guam’s annual budget to the OPA.   

Guam OPA Participates in Peer Review of the Republic of the Palau

From March 4 – 8, 2024, auditors from the Guam Office of Public Accountability, Commonwealth of the Northern Mariana Islands (CNMI) Office of the Public Auditor, and Pohnpei State Office of the Public Auditor (OPA) conducted a peer review of the Republic of Palau Office of the Public Auditor (OPAROP). Audit organizations are required by Government Auditing Standards to undergo an independent quality control review every three years.
