The Office of Public Accountability (OPA) has received the Accountability and Transparency in Citizen-Centric Reporting Fiscal Year (FY) 2010 to FY 2019 award from the Association of Government Accountants (AGA) Guam Chapter. OPA was recognized during the AGA Guam Chapter’s General Membership meeting on December 23, 2020.

The Office of Public Accountability (OPA) is soliciting proposals from qualified attorneys or law firms to serve as legal counsel and procurement appeals hearing officers to OPA for fiscal years (FY) 2021, 2022, and 2023 with the option to renew for up to three (3) additional one-year terms. The work shall consist primarily of reviewing, advising, and addressing a wide variety of issues concerning audits, investigations, and government procurement. Counsel may also be requested to provide legal advice pertaining to OPA’s mandated roles and responsibilities and provide training to OPA staff on various procurement issues.
